2009二手车市场“政策市”特征明显

随着天气渐热，二手 车市场开始逐步进入惯常的淡季。不过，在多个政策的影响下，杭州二手车市场渐渐呈现出“政策市”的一些特征。一方面，随着杭州对“黄标车”实施第二阶段限行方案的日子临近，“黄标车”进入二手车市场的速度明显加快；另一方面，“汽车下乡”政策的全面开展，使得往年最好卖的二手“小面包”不再受欢迎。
二手 车交易恢复快增长
春节后，由于车源紧张和金融危机的影响，杭州二手车市场的交易量一度有些萎缩，增幅明显低于近两年同期的水平。随着国家一系列扩大内需政策的实施和人们对经济复苏的信心增加，汽车市场整体回暖，二手车市场的交易量逐渐呈现快速增长势头。
根据杭州两大主要二手车交易市场提供的最新数据：4月份，杭州旧机动车交易市场和元通二手车市场的总成交量为6933辆，交易总金额为45418.75万元，交易均价为6.55万元。这一成交量与去年同期相比上涨了5%，比3月份上涨了22%，成为2009年环比增速最快的一个月。
在杭州二手车交易增速加快的同时，全国其他地区的二手车交易也呈现出强劲反弹的趋势。据中国汽车流通协会5月8日公布的最新统计数据显示，今年一季度，全国共交易二手车68.57万辆，同比猛增24.73%。其中轿车、客车、载货车、越野车等各类二手车型都出现了两位数增长，交易量最大的仍然是轿车，达到34.54万辆，同比增长了21.72%。
“黄标车”更新速度加快
5月份天气渐热，按照往年的情况，二手车市场里的人气一般都会有所下降，不过记者上周末在杭州旧机动车交易市场看到，市场里依然人气很旺，人来人往的购车者络绎不绝。
做二手车生意的蒋先生说，近期前来咨询“黄标车”转让价的人比较多，“因为6月1日起，杭州就要扩大‘黄标车’限行范围了，有些车主还是比较着急的，加上现在还能拿补贴，车主们都在想办法把车卖掉。”
杭州汽车城办理“黄标车”补贴手续的窗口工作人员也表示，近期前来办理提前淘汰补贴手续的车主多了起来，“到上周末，我们窗口已经为360多个车主办理了补贴手续，而到4月底时，近两个月的时间内才办理了250多个，10多天里就增加了100多个车主，增速还是比较明显的。”
市场内的一位经营户分析，“黄标车”更新速度加快的另一个原因是，相关部门在4月下旬对政策进行了微调，允许“黄标车”车主在3月1日后过户(限一次)还能领到补贴，“这也给车主卖车、领补贴带来了方便，大家的积极性被调动了起来。”
不过，也有二手车经营者表示，和杭州4万多辆“黄标车”的总量比起来，目前进入二手车市场的“黄标车”还不够多，可能在5月中下旬会有一个转让的高潮出现。
另有经营者提醒说，“黄标车”因为只有卖到外省才能拿到补贴，外省的车贩子现在都开始乘机压价，这样一来，杭州的二手车经营户在收车时也会压低转让价，所以家里有“黄标车”的市民最好趁早把车转让出去，“越到后来，价格可能会被压得越低。”
二手“小面包”交易降温
“黄标车”热卖的同时，向来热销的二手“小面包”今年却成了不受欢迎的车。杭州旧机动车市场收购中心负责人孙骏表示，面包车在前几年一直是二手车市场里的抢手货，手上只要有货就不愁卖不出去，而且也是出货最快的车型，“今年这种现场发生了改变，很多车商反映，手上的二手车面包车都放了好多天还没有卖掉。”他透露，杭州旧机动车交易市场今年的二手面包车交易量比去年至少少了20%左右。
市场内的一些经营户也证实了这一现象。现在手上还有3辆面包车的徐先生说，他现在最担心这几辆车会亏钱，“问的人少，出价也低。”
对此，孙骏分析，二手面包车的主要买家是外地来杭打工的务工者，他们主要是图个实惠和方便——两三万块钱就能买辆车，能运货能坐人，但是今年国家出台了“汽车下乡”补贴政策，农民买车还能拿到国家补贴，所以很多人都放弃了购买二手面包车的打算。
另外，一些微型车生产厂家今年针对农村客户推出了一些价格便宜的车型，对二手车面包车也造成了冲击，“有的还包上牌、上保险，最便宜的3万多块钱就能搞好，所以有些人就改买新车了。”孙骏说。 |
